The inauguration of the world-class small arms manufacturing facility by CARACAL, a prominent UAE-based arms manufacturer and an entity under the EDGE Group, in alliance with ICOMM Tele Ltd (a Megha Engineering & Infrastructures Ltd group company) in Hyderabad, India, represents a pivotal moment in India’s ongoing journey towards self-reliance in defence production. This collaboration not only signifies the realization of Prime Minister Narendra Modi’s ‘Make in India’ and ‘Aatmanirbhar Bharat’ (Self-Reliant India) initiatives but also strengthens the burgeoning strategic partnership between India and the United Arab Emirates.

A Historic Technology Partnership

At the heart of this collaboration lies a landmark Technology Transfer (ToT) agreement, under which CARACAL has signed a licensing contract with ICOMM for the localized production of a comprehensive range of next-generation firearms. This is notably the first-ever transfer of defence technology from the UAE to India—a testament to the mutual trust and forward-looking vision of both nations. The move transcends a mere commercial partnership; it is a concrete demonstration of knowledge sharing and capability development that augments India’s status as a global defence production hub.

Comprehensive Portfolio to Meet Critical Needs

The new facility at ICOMM’s Integrated Engineering Facility will manufacture a strategic portfolio of advanced weapons systems, including the mission-proven CAR 816 close-quarters battle rifle, the CAR 817 assault rifle, the CSR 338 and CSR 308 bolt-action sniper rifles, the powerful CSR 50 anti-materiel sniper rifle, the modern CMP9 submachine gun, and the versatile CARACAL EF and F GEN II combat pistols. These weapon systems, which meet the stringent needs of modern warfare and security operations, are intended to serve not only the Indian Armed Forces, Central Armed Police Forces, Special Forces, State Police Forces, and the Special Protection Group (SPG), but will also address the global export requirements of CARACAL.
